Count Okuma calculated that if the war lasted two years the cost would be £60,000,000 to £65,000,000 per annum, and the Russian Finance Minister's estimate for a two years' war was, roughly. the same amount. The war, therefore, is costing well over £1,000,000 a weck to both Japan and Russia but in the case of the latter the amount must be doubled if account is taken of the loss of property she has suffered. Before the Battle of Mukden it was estimated that the value of the fleet, railroads, buildings and other property lost by Russia was equal to £80,000,000, while the Japanese have only suffered to the amount of some £3,000,000.
